SEC finds failures at credit raters (Reuters)

WASHINGTON (Reuters) ? Securities and Exchange Commission staff found "apparent failures" at each of the 10 credit rating agencies they examined, including Standard & Poor's, Moody's, and Fitch, the agency said on Friday in its first annual report on credit raters.

The SEC sent letters outlining the staff's concerns to each of the ratings firms and demanded a remediation plan with 30 days, an agency official said in a conference call with reporters.

The SEC staff said concerns include failures to follow ratings methodologies, failures in making timely and accurate disclosures and failures to manage conflicts of interest.

The SEC's report was required by last year's Dodd-Frank financial oversight law.

The staff report did not single out by name any credit-rating agency for questionable actions, but it did describe specific problems it found.

Two of the three largest firms, for example, did not have specific policies in place to manage conflicts of interest when rating an offering from an issuer who is also a large shareholder of the firm.

The industry is dominated by Moody's Corp, McGraw-Hill Cos Inc's Standard & Poor's and Fimalac SA's Fitch Ratings.

One of the large firms, the report said, did not have effective procedures in place to prevent leaks of ratings before they are published, the report said.

One of the three firms also failed to follow its methodology in rating certain asset-backed securities, was slow to discover, disclose and fix the errors, and may have let business interests influence its mistakes, the report said.

The report said the SEC has not determined that any of the findings constituted a "material regulatory deficiency" but said it might do so in the future.

"We expect the credit rating agencies to address the concerns we have raised in a timely and effective way, and we will be monitoring their progress as part of our ongoing annual examinations," said Norm Champ, deputy director of the SEC's Office of Compliance Inspections and Examinations.

Congress first empowered the SEC to closely regulate ratings firms in 2006, and the Dodd-Frank law gave the agency even greater powers over the industry.

Credit raters have been widely criticized for fueling the financial crisis by giving top ratings to subprime mortgage securities that collapsed in value as the housing market cooled.

On Monday, McGraw-Hill disclosed that the SEC might charge its S&P unit with breaking securities laws over ratings it gave a package of securitized mortgages in 2007.

SEC Enforcement Director Robert Khuzami told Reuters this week that the agency faces hurdles proving wrongdoing at credit-rating agencies, pointing to the complexity of the cases and the industry's strong legal defenses. But he added that it would not stop the agency from probing possible misconduct.

The Mystery Rust of Kivalina, Alaska

Last month a mysterious orange film (?goo? in the media vernacular of the time) washed up on the shores of a northwest Alaskan village called Kivalina. Experts suspected crustacean eggs; locals were unnerved. In retrospect, reports that the substance ?dried into a powder? should have been suspicious, as should reports that the orange stuff also appeared on the water in rain buckets. Either the crustaceans really got around, or all was not as it seemed.

An orange powder seems an odd product for the drying of crustacean eggs, but could make perfect sense for fungi ? specifically, the rust fungi. And indeed, that is what experts believe them now to be. And yet, for all the gumshoe work, they really still have no idea what they actually were ? or what produced such an explosion in a place that had not seen such an event in the memory of anyone living.

Rusts are all plant parasites, but unlike the smuts ? their close relatives, who I wrote about here earlier this month ? they don?t specialize in hijacking plant parts for their nefarious purposes; instead they embed their reproductive structures in plant tissue in a system that can only be described as a byzantine dance of propagules. Some rusts have make up to five different sorts of spores produced in five different structures on two different hosts. It?s a bit dizzying keeping up with it all.

Before I fry your neurons with a rust life-cycle chart, let?s take a slightly larger view. There are thousands of species of rust, and all are plant parasites, many of which specialize in giving farmers ? and biologists ? headaches: coffee, asparagus, beans, snapdragons, carnations, roses, and wheat all have rusts that have achieved or are working on infamy. One rust ? cedar-apple ? makes distinctively alien orange goo starbursts on eastern red cedar (really a juniper) in the United States; its alternate host is apple.

A cedar-apple rust (Gymnosporangium juniperi-virginianae) gall on eastern red cedar after rain. When their not wet, instead of looking like something your kids would enjoy eating or dropping down your shirt, they look like wooden balls with little satanic horns.

The reason they are called rusts is obvious: they make plants look rusty by discharging orange, powdery spores on leaves and stems during at least one of their many life stages. Here?s a photo I took of a rust dropping powdery orange spores from a wild rose when I was on my boreal toad-hunting trip in July:

In completing their reproductive gymnastics, rusts produce some pretty interesting microscopic structures, or fruiting bodies, as mycologists sometimes call them.

Inside one of them, called a spermagonium or pycnium, sterile, stiff, tapering filaments called periphyses converge and push up on the plant epidermis. They rupture it, forming a little hole called an ostiole, and sometimes protrude through it like tentacles. Tailless male gametes called spermatia (or pycniospores) are formed inside and exuded in droplets of sweet, sticky nectar.

Nearby, ?receptive hyphae? (high-fee ? fungal filaments that make up their bodies) also protrude through the hole. Nectar-seeking insects land, get a sugar fix, and then take off with some hitchhiking spermatia stuck ? in some embarrassing configuration, no doubt ? to their feet or bodies. When they land on another spermagonium/pycnium, the spermatia/pycnia can then fuse with and fertilize the receptive hyphae. You know what this should remind you of, of course: a flower. A fungal flower, in fact, convergently evolved to suit the same purpose. And like some flowers, rusts have a rudimentary male/female system (mycologists boringly call the mating types A1 and A2) that ensures spermatia from a given spermagonium can?t fertilize their own receptive hyphae

OK. That is ONE of the FIVE possible life stages of a rust fungus. I?ve tried to shield you from this as long as possible. But I can?t hold back any more. Behold: the full horror of the life cycle of a heteroecious (two-host), macrocyclic (way too many spore-types) rust:

For the bionerds, delight in digesting this. For the rest of you, all that?s necessary is to notice what a headache it must have been getting this all figured out. For the record, not all rust fungi have life cycles this complex. Some have only one host, and some have only a few of the structures described above. But you get the idea.

This particular life cycle belongs to a rust fungus that is on my own personal ****-list. It is white pine blister rust ? Cronartium ribicola ? introduced to North America around 1900 and just now reaching Colorado after killing untold numbers of five-needle pines across the west. It has come south from Montana. And it is set to start killing our venerable limber and bristlecone pines, which I wrote about in June here. But I digress.

Each of those little cross sections in the drawing is a vertical section through a tiny cup-like structure on a stem or leaf. The potato-like objects inside are the spores. N is haploid(one copy of the chromosomes) and 2N is diploid, but N+N is a special fungal thing. It means the cells are dikaryotic ? they have two nuclei from mating but they haven?t yet fused. Fungi have a tendency to have some part of their life cycle involve this odd-couple state. In humans, as you?ll recall, the nuclei of sperm and egg waste no time in fusing once the sperm makes its intentions known.

There is also a beautiful variety in the structure, color, and texture of rust teliospores ? the resting stage for many rusts ? which were traditionally used to classify them. They are often spiky or pegged dark brown visual confections of one to several cells, in chains, layers, or on stalks. At least one teliospore I looked at was a multicellular bundle with a striking resemblance to pattypan squash.

It is the urediospores (produced in the uredia) which are usually rusty orange (aeciospores can be orangey too), and these are the spores that scientists believe exploded into view in Alaska.

But the scientists at the NOAA lab in Charleston, South Carolina, that did the identification could not give the rust a species name. It didn?t match anything they had worked with before, they said, and they noted that there are many unidentified rust species lurking in Arctic tundra; as you can imagine, mycologists, a scarce resource in any climate, are not particularly abundant in northwest Alaska.

When I contacted the lab this week to find out if they had any further information on the rust?s identity, they said they did not. And unless some inquiring mycologist with time on their hands (ha!) has time to take a look, that is all we will probably ever know. And yet it gets a girl wondering: where *did* all those spores come from? What tundra plant could have possibly been so parasitized without anyone noticing? It?s not like rusts hide the fact they?re hanging out on plants ? quite the opposite. And for an explosion of spores so profuse that they coated the ocean and washed ashore, there must have been something brewing on a biblical scale on the unfortunate hosts east of town. And what was it about this year that made them go crazy? If you?ve been paying to any news of the Arctic in the last five years, you can probably make an educated guess.

Before I close this post, though, I have a question about rusts I?d like to pose: if a rust has two hosts, they?re usually only distantly related. For instance, wheat stem rust?s hosts are common barberry and various grasses, straddling the gap between monocot and dicot flowering plants. White pine blister rust feeds on five-needle pines and various currants and gooseberries, shifting between the conifers and flowering plants. Uredinopsis osmundae shuttles between balsam fir and cinnamon ferns, crossing a huge taxonomic gap between seed-making and spore-making plants. Why?

And this leads to a larger question, which some of the wiser minds among you may understand, which is why so many parasites both of animals and plants seem to enjoy doing the host shuffle at all, much less across giant taxonomic gaps (there are many animal parasites, for instance, that shuttle between vertebrates and invertebrates like snails or annelid worms)? What benefit could having two sets of biologies and immune systems to navigate possibly offer when you could confine yourself to the comfy and familiar environs of just one host? I?m interested in your thoughts, so please feel free to share below. I should probably know the answer to this since I read Parasite Rex once upon a time, but I do not. Forgive me, St. Carl.

Study finds fewer gay characters on network TV

(AP) ? The number of gay and bisexual characters on scripted broadcast network TV has dipped slightly this season to 19 out of nearly 650 roles, according to the Gay & Lesbian Alliance Against Defamation.

The 16th annual "Where We Are on TV" report released Wednesday by GLAAD found that 2.9 percent of actors appearing regularly on prime-time network drama and comedy series in the 2011-12 season will portray gay, lesbian or bisexual characters.

That's down from 3 percent in the 2009-10 season and 3.9 percent last season, when there were 23 out of a total of nearly 600 roles.

The 2008-09 season saw an increased representation of 2.6 percent.

Only five of the 19 gay and lesbian characters this season are nonwhite, GLAAD found.

Using information provided by ABC, CBS, Fox, NBC and CW, the group reviewed 91 scripted series announced to air this season.

Among broadcast series with gay and bisexual characters, GLAAD cited CBS' "The Good Wife," the CW's "Ringer" and NBC's "The Playboy Club." Comedies include ABC's "Modern Family" and Fox's "Glee."

Fox leads the networks in gay representation, with eight regular characters out of a total of 117.

The number of gay and bisexual characters on cable networks has also fallen slightly, from 35 last season to 29 in the upcoming season.

As it did last year, HBO has the greatest number of gay and bisexual characters, with 11 regular and recurring characters. Showtime is close behind with 10.

The HBO drama "True Blood" remains among the most inclusive series on television, featuring six characters, tied with the Showtime series "Shameless," the group found.

Some of TV's most popular shows "weave story lines about gay and lesbian characters into the fabric of the show," said GLAAD acting President Mike Thompson. "Americans expect to see the diversity of our country represented in their favorite programs, and that includes gay, lesbian, bisexual and transgender people."

Barcelona to stage last bullfight before ban

Bullfighting fans will shout "Ole" for the last time in Barcelona's Monumental bullring on Sunday before a ban on the sport takes effect across the northeastern Spanish region of Catalonia.

The regional legislature banned the centuries-old tradition ? which pits a sword-wielding matador in a skin-tight shiny suit and red cape against an enraged bull ? last year after Catalans signed a petition against it.

The bullfighting industry is still convinced it has a chance to overturn the ban and bring back the "toros" next season to Catalonia, the only mainland region in Spain that has blocked the sport ? or the art as its fans see it.

"I think the politicians will think twice about the ban and bullfighting will live on. And thank God because Catalonia has plenty of serious bullfighting fans and in a democratic country they should be able to go to a bullfight," said Moises Fraile, 64, owner of El Pilar, the breeder supplying bulls for Sunday's spectacle.

Some 20,000 spectators are expected to fill a sold-out Monumental ? the only bullring still operating in Catalonia ? for Sunday's blockbuster corrida starring celebrated Madrid "torero" Jose Tomas.

Tomas retired in 2002, but came back in 2007 at a bullfight in Monumental, his favorite ring. Since then he has made sporadic appearances and is the only bullfighter who can still sell out Monumental.

"There are several catalysts which could lead to the ban being overturned," said Paco March, bullfighting critic for La Vanguardia, Catalonia's top newspaper.

'Not a Catalan tradition'
March said the conservative People's Party ? one of Spain's two main political forces ? is fighting the ban on constitutional grounds and the Catalonia Bullfighting Federation is collecting signatures to petition the Spanish Congress.

Spain's economic woes could also be a factor as regional governments such as Catalonia are under enormous pressure to cut spending and help the country trim its public deficit as it tries to dodge the euro zone debt crisis.

Such austerity measures could make it difficult for the Catalonian government to pay Monumental's owner, Pedro Balana, for the building.

Even if the pro-bull lobby manages to reopen Monumental, in a wider sense the blood is already on the sand.

Every year fewer Spaniards go to the bullring. The number of bullfights shrank by 34 percent between 2007 and 2010 according to official figures. Barcelona's Las Arenas ring shut in the 1970s and is now a shopping mall.

"I don't know anyone my age who would go to a fight. It's not a Catalan tradition but an Andalusian or Extramadurian one. The fact that the bull is treated so badly even before the fight should override any tradition anyway," said Laia Gomez, 31, a Barcelona customer service worker.

Younger Spaniards do not know the names of top-drawer bullfighters and most struggle to explain to a foreigner the intricacies and rules of the tradition.

Saddened, angered
Matador Julian Lopez, known by his nickname of "El Juli," said he was saddened and angered that he will no longer be able to take on bulls in Barcelona's ring.

"This is such a beautiful arena, with a lot of tradition both for bullfighters and for this national celebration," Lopez said.

Hundreds of bullfight supporters chanted "Catalonia is pro-bullfighting" as they accompanied the matadors to their hotel after Saturday's fight.

Spain's general elections on November 20 could also play a role in the regions bullfighting fate.

Opinion polls show the People's Party or PP will win the election ? ending eight years of Socialist government ? and PP leaders could pressure Catalan politicians to reinstate bullfighting in exchange for financial support from the central government.

Catalonia is known for its constant wrangling with Madrid over greater autonomy and the right to maintain its separate culture, such as the Catalan language.

Catalonia's bullfighting ban symbolizes its drive to differentiate itself from Madrid and its traditions.

The only other Spanish region to end bullfights was the Canary Islands, in 1991.

Many Catalans who feel that Madrid is imposing its culture on the region by means of language see bullfighting in a similar vein.

However bullfighting has a Catalan tradition, the "correbous," in which the bull is subjected to stress but not killed.

Across Spain, anti-bullfighting protests are commonplace.

Those against the "corridas" argue that the tradition has no place in modern-day society, where cruelty to animals is unacceptable.

Events such as this weekends Eurogamer Expo 2011?are one of the few opportunities we get to reflect on the status on the games industry ? the current trends, new technology, new games all in one place. This event is reflective of the UK games industry. The number and profile of sponsors and partners supporting the event shows that the industry is in good shape. There is also a strong drive from private companies and some key universities and higher education establishments to provide a comprehensive education in game development. Most importantly ? many of the big publishers and developers had a presence at Eurogamer; everyone had something new to show. Given that the event has increased in size year-on-year, and considering that is has clearly inspired retailer GAME to create it?s very own GAMEfest in the Midlands ? it?s certainly having a hugely positive impact in promoting the UK games industry and showcasing the latest developments each year.

One thing ? whilst not immediately apparent however is that Eurogamer Expo is demonstrating the sheer strength and cohesiveness of the gaming community itself ? made up of a number of smaller communities comprised of the attendees themselves. A quick search on the Twitter hashtag for the event reveals that many of the attendees are not just those who play games ? they are the independent gaming community managers, bloggers, ?youtubers?, reviewers and website owners ? those who run gaming websites (big and small). These attendees are constantly networking, and coming together as a community at this event ? whilst also playing a valuable role in publicising what goes on there. It should be mentioned that unlike most industry or consumer events, Eurogamer, to their credit actually recognise these people as ?enthusiast media? ? and in turn such people could apply for a free pass to the event. As well as this, many smaller websites and blogs are listed as ?official affiliates?.

Perhaps the reason for this is that Eurogamer started off as ?enthusiast media? itself ? it has been built from the ground up since Rupert Loman started it in 1999 as ??a hobby, a simple website reviewing games?. Clearly the organisers acknowledge how important and influential this kind of media is in the games industry with their policy regarding perss passes. After all ? these people are not those mainstream media journalists ? rushed off their feet ? who get expenses paid trips to the event, turn up, collect some press releases ? all within an hour. These people do it for the love of gaming, travelling from far and wide entirely out of their own pocket, with no guaranteed income. Many are entrepreneurs in their own right making some money from their ventures, but their primary drive is their enthusiasm and passion for gaming ? sometimes without knowing it, they are the key to success in this fast paced industry.

It?s important to note that not all of the ?enthusiast media? is ?armchair analysis?, or regurgitated commentary ? which they are frequently accused of. Quite often these smaller blogs feature the writing of academics, designers, and big thinkers in the games industry ? as opposed to what the press-release style, heavily revenue orientated content mainstream media ? and most of the larger gaming websites churn out every hour or so, day after day.

The content these independent communities produce is often of a high quality ? and whilst their audiences can range from a handful, to thousands ? they all have their own following, and their own reach. Quite often they dig deeper in their stories or their reviews, research more comprehensively and raise more controversial issues than their mainstream media counterparts. They have a broad and detailed understanding of the games industry that many journalists lack ? and unlike most journalists this is because it?s their life ? whether they work in it ? or whether it?s their past-time. They care about the games industry and praise what?s right, and also call out what?s wrong ? they hold the big corporations involved in gaming to account because they?re not sponsored and don?t have any tight allegiances to certain people or certain brands ? they are truly independent. They also bring together communities; not in the form of people buying in to a ?brand?, but because it?s where there friends are (online or off), or where they can truly debate and discuss the latest issues in the industry and provoke an active discourse with the audience of games.

The press area at Eurogamer Expo 2011 was dominated by the so called 'enthusiast media'

A large proportion of the attendees at Eurogamer, whether they have a ?press pass? or not are likely to be either owners of, contributors to or at least users of the collection of independent ventures which make up the gaming community in the UK and Europe. Eurogamer Expo should certainly do more to support and embrace this kind of media ? and it?s clear they already go some way to do this. The real issue however, goes behind the expo itself. Is the fact that what the communities and those behind them have to say almost always slips under the radar ? it doesn?t get the mainstream attention it deserves. This is exactly what we?re working on at PostDesk ? creating an independent and high quality platform for these communities, thinkers, bloggers, et all to share their views and engage in an in-depth discussion and debate around them ? specifically in the gaming and technology industries.

The gaming community appears to be almost unique when compared to any other industry when it comes to the sheer volume of communities, bloggers, web sites, and other producers of content all sharing their opinions and brining like minded people together. Willow Smith Finishing Up Debut Album, Jukebox Says

'A lot of her music has a very big influence of everything from rock to pop to hip-hop,' producer tells Mixtape Daily.

Willow Smith took music fans by surprise in 2010 when she dropped her debut single, "Whip My Hair." Will Smith's swagged-out offspring blended a pop sound with a distinct urban sensibility, and producer Ronald "Jukebox" Jackson was largely responsible for the platinum hit.

So what's next musically for the 10-year-old singer? Jukebox tells Mixtape Daily that Willow is in the process of finishing up her Roc Nation debut.

"I did like eight, nine songs on Willow, so right now, we're in the process of just trying to close out the album," he said. "It's just the whole process. You got to think about it: She's a 10-year old girl. She's gotta have a life, she's gotta be a kid."

According to Jukebox, the album will contain a myriad of sounds. "Willow is kind of a combination of what 'Whip My Hair' was. Willow just isn't a pop star, she isn't just an urban artist; she's very international," he explained. "A lot of her music has a very big influence of everything from rock to pop to hip-hop."

On "Rock Star," fans will hear a different side of Willow, and Jukebox — who also did the music for Swizz Beatz and Chris Brown's "Dance Like a White Girl" — hopes it will be her next hit.

"Next single which I'm praying for is a record I did called 'Rock Star.' ... She's been performing it everywhere. It's getting very great reaction," he said. "We also did a record with Diggy Simmons that's incredible. ... She's just a combination of everything pretty much."

Troy Davis supporters gather around the world to protest, mourn

Troy Davis was given a lethal injection Wednesday, despite protests around the world.

From outside a Georgia prison to a public square in France, hundreds who believe an innocent man was about to be put to death congregated Wednesday to protest, knowing that Troy Davis had nearly run out of options to stop his imminent execution.

Davis' supporters included celebrities and other well-known figures, such as the Rev. Al Sharpton, who was outside the prison in Jackson, home to Georgia's death row, where the crowd swelled to more than 500 by the time Davis was executed.

"I feel a mixture of outrage and sadness, sadness because we may lose a life of someone who's not been proven to be guilty," Sharpton said before Davis was given a lethal injection at 11:08 p.m. Wednesday.

Davis, 42, was executed for the 1989 slaying of Mark MacPhail, a Savannah officer killed while working off-duty as a security guard. MacPhail was rushing to help a homeless man being attacked when he was shot.

Davis insisted he was innocent until the very end. Still, the courts repeatedly upheld his conviction.

Davis has gained hundreds of thousands of supporters who hoped the courts would intervene to stop what they believe is an injustice one more time.

Besides Sharpton, Davis' allies include former president Jimmy Carter, Jessie Jackson, rapper Big Boi, who has tweeted his support, and the pope.

And everyday people also stood by his side.

Rashaan Sharif, 62, lives in metro Atlanta and only recently heard about the case for the first time on the radio. When he found out Davis supporters would be rallying outside the prison in solidarity, he decided to join them.

"I took off from work and I'm losing a day's pay, but it's a worthy cause," he said. "It's definitely a worthy cause. People need to stand up for truth and justice."

In Paris, a crowd of about 150 people gathered at the Place de la Concorde and held signs bearing Davis' image.

"Everyone who looks a little bit at the case knows that there is too much doubt to execute him," said Nicolas Krameyer with Amnesty International, adding the decision by Georgia's pardons board to deny clemency was a "miscarriage of justice."

In Washington, D.C., dozens rallied outside the White House, many from historically black Howard University, in hopes of last-minute intervention from President Barack Obama. The president deflected calls for him to get involved in a statement issued by the White House.

Protesters there paused for a moment of silence, lifting their fists in the air and singing and cheering as at least a dozen at the rally were arrested.

"The fact that the White House hasn't addressed this issue is completely disrespectful," said Talibah Arnett, 20, a Howard junior.

Cassandra Bowler, 21, another Howard student said the protest was about more than Troy Davis.

"This fight is about the death penalty in the 21st century in America," Bowler said.

Not all outside the Jackson prison wanted the execution stopped.

Janet Reisenwitz was one of about a dozen people who showed up. She has family members who are police officers and said she was there to see justice served.

"They are grasping for straws and I would be too," the 55-year-old said of Davis supporters. "But all it does is delay justice and clog up the criminal justice system."

(AP) ? Yemeni government forces on Wednesday fired mortars at tens of thousands of mourners at funerals held for protesters killed in clashes, shattering a cease-fire negotiated a day earlier to end the Arab nation's latest bout of deadly violence. The shelling killed three people and wounded at least 16.

The mourners were gathered for funeral prayers for anti-government protesters killed in a deadly, three-day government crackdown in which the death toll topped 80 ? a sudden spike in violence explained by protesters' impatience with their longtime president, Ali Abdullah Saleh, who they say is dragging his feet instead of signing a deal to step down.

Also in Sanaa, the headquarters of the renegade 1st Armored Division came under heavy shelling from government forces.

The officials said the shelling targeted a part of Change Square, where protesters have camped out since February to demand the ouster of Saleh, in power since 1978.

The officials spoke on condition of anonymity because they were not authorized to speak to reporters.

The 1st Armored Division, one of Yemen's most combat tested military outfits, mutinied in March to join the opposition. It is led by Saleh's one-time confidant and war veteran Maj. Gen. Ali Mohsen al-Ahmar.

The targeting of the division's headquarters is the latest indication that the fight over control of the Yemeni capital will primarily pit the rebel unit against the elite Republican Guards, led by Ali's son and one-time heir apparent Ahmed. Both sides claim about 20,000 fighters inside the capital, but the Guards have superior weaponry. Military experts say the final showdown between them would be won by the side that shows better urban warfare techniques.

Gulf and U.N. mediators appear to have given up on persuading Yemen's opposition and the government to talk about their transition plan, which has been on the table for months. It would allow Saleh to resign in exchange for immunity from prosecution. Saleh has come close to signing several times, only to pull back at the last minute.

Saleh is still in Saudi Arabia, where he went for treatment after suffering severe wounds in an attack on his Sanaa compound in June. Last week, he mandated his vice president to negotiate over the plan proposed by the Gulf Cooperation Council, a loose six-nation alliance of energy-rich nations, and backed by the United States.

The opposition rejected his move as more stalling.

Abdullatif bin Rashid al-Zayani, the GCC's general-secretary, abruptly left Yemen Wednesday, according to a Yemeni government official. Al-Zayani's departure came shortly after meeting with Vice President Abed Rabbo Mansour Hadi.

The official spoke on condition of anonymity because he was not authorized to speak to the press.

The resumption of violence on Wednesday followed a brief lull that allowed Sanaa residents to venture out from their homes morning to buy food and other supplies. Many hurried back home as an outburst of heavy gunfire rang out from an area close to the residence of the vice president.

Yemen's turmoil began in February as the unrest spreading throughout the Arab world set off largely peaceful protests in the deeply impoverished and unstable corner of the Arabian Peninsula that is also home to an al-Qaida offshoot blamed for several nearly successful attempts to attack the United States.

The government has responded with a heavy crackdown, with hundreds killed and thousands wounded.
