Michigan residents could pay more for health insurance soon : News ...

LANSING -- A study says Michigan residents who buy their own health insurance could see the biggest driver of premiums rise 26 percent under the federal health care law.

The Society of Actuaries says medical claims costs will jump an average 32 percent nationwide.

The report concluded most states will see costs increase in markets where people purchase coverage directly from insurers, partly due to sicker people joining the pool. The Obama administration says the study ignores subsidies to help with premiums.

Middle-class households can buy subsidized insurance in new marketplaces starting Oct. 1, while more low-income people may get Medicaid.

Michigan's market will be controlled by the federal government because the Legislature rejected Gov. Rick Snyder's proposed partnership. GOP legislators also are wary of Snyder's plan to expand Medicaid coverage.

WASHINGTON (AP) - A measure of Americans who signed contracts to buy homes fell only slightly in February to the second-highest level in nearly three years. The report suggests sales of previously occupied homes will keep rising in the coming months.

The National Association of Realtors says its seasonally adjusted index for pending home sales fell to 104.8 in February. That's down from 105.2 in January, which was the highest reading since April 2010, when a homebuyer's tax credit was boosting sales.

There is generally a one- to two-month lag between a signed contract and a completed sale. In February, completed sales of previously occupied homes rose to the fastest pace in more than three years. The gains in both signed contracts and completed sales point to a housing recovery that is strengthening.

(AP) ? China's three major state-owned airlines posted sharp drops in annual profit because of the weak global economy, higher jet fuel prices and smaller foreign currency gains.

China Southern, the country's biggest carrier by passenger numbers, said Wednesday that profit plunged by half compared with the previous year. Rivals Air China and China Eastern reported that earnings tumbled by about a third.

"Demand in the aviation industry in 2012 continued to be weak as a result of the slow recovery of the U.S. economy, the on-going European debt crisis and the global recession," Beijing-based Air China said. "Escalating operating costs from high jet fuel price and the intensifying competition added to the challenges faced by the industry."

China Eastern said the average price of fuel rose 2 percent. The Shanghai-based carrier reported that profit fell 35 percent to 2.95 billion yuan.

Jet fuel costs rose the most for China Southern. The airline, based in the southern economic hub of Guangzhou, said it spent 33 billion yuan ($5.3 billion) on fuel last year, 14.5 percent more than in 2011.

Fuel is the biggest single expense for the airlines. Chinese airlines can do little to keep their fuel bill under control. One reason is that fuel for domestic flights is supplied by a state-owned monopoly, which marks up prices "higher than an otherwise open market would allow," Barclays analyst Patrick Xu wrote in a report.

Chinese carriers also don't typically use hedging contracts to lock in part of their fuel bill, like other airlines do, because they lost a lot of money in 2008 using such techniques, Xu added.

The three airlines also reported sharply lower foreign exchange gains as the yuan's appreciation against the dollar slowed from the year before. Chinese airlines are vulnerable to currency fluctuations because while they mostly earn in yuan, their expenses for fuel and new airplanes are in dollars.

Air China, which said profit dropped 35 percent to 4.6 billion yuan last year, reported a net foreign exchange gain of 124 million yuan, compared with 3 billion yuan in 2011. The other two carriers also reported sharp declines in foreign currency income.

China Southern carried 86.5 million passengers last year, or 7.2 percent more than 2011, but earnings fell by half to 2.6 billion yuan. The airline warned that "demand for short and mid-distance aviation will be further suppressed" as China rapidly expands its high speed rail network. Authorities plan to expand the network to 18,000 kilometers (11,120 miles) by 2015, about double the 9,300 km currently.

Boston College threatens action against students distributing condoms

Boston College Students for Sexual Health have been distributing condoms on campus since 2009. The group is not recognized by the university and was threatened with disciplinary action by college officials if they did not stop handing out contraception.

Promoting safe sex could be dangerous for some Boston College students after school officials threatened them with disciplinary action for distributing condoms on campus, a practice?administrators say violates the mission of the Catholic institution.

The email warning ? which has spurred?outrage and threats of legal action?from the?ACLU foundation of Massachusetts? ?? was sent to students who designated their dorm rooms as "Safe Sites," places where students can go to to get free condoms and sexual health information.

The condom campaign was started in 2009 by Boston College Students for Sexual Health, an unofficial student group not recognized by the college yet has?existed with the school's knowledge. ?

But on March 15,?Dean of Students?Paul Chebator and Director of Residence Life?George Arey sent an email to the students saying, "The distribution of condoms is not congruent with our values and traditions." ?

"We do need to advise you that should we ?receive any reports that you are, in fact, distributing condoms on campus, the matter would be referred to the student conduct office for disciplinary action by the university,? the letter warned. ?

The note came as a complete shock to senior Lizzie?Jekanowski, chair of Boston College Students for Sexual Health.?

She said in the four years Safe Sites have existed, the group has always had "an open and positive relationship" with administrators. Though school officials have frequently told the group they are at odds?with the?practice of handing out contraception, Jekanowski said there have never been?any warnings of disciplinary action, a notion school administrators disagree with.?

"None of our actions have changed at all in the past four years," Jekanowski told NBC News. "It came out of nowhere." ?

The email also garnered reaction from Sarah Wunsch,?an?attorney with the American Civil Liberties Union of Massachusetts who has advised the organization over the years. The warning of disciplinary action, Wunsch said, violates the Massachusetts Civil Rights Act.? ?

"Our view is that Boston College has a First Amendment right to explain, advertise, and persuade students of their views, but they have gone a step further by threatening these students," she said. ?

But school officials maintain they are a private, religious institution and have the right to set and enforce policies as they see fit. Jack Dunn, spokesman for the college, dismissed the ACLU's involvement, saying they have no standing in the matter at the Jesuit school.??

Dunn said that student distributing contraception had "taken it to a new level," which prompted the warning after four years of students engaging in the practice.? No longer confined to dorm rooms, Dunn said students had become a visible and disruptive presence on campus, handing out condoms in front of churches and on sidewalks. ?

"Boston College doesn't care how students handle their private lives. You can have condoms in your room," he said. "But it has become an attempt to make a mockery out of Catholic values." ?

School administrators had also told the Boston College Students for Sexual Health in meetings to stop handing out condoms on campus prior to the email being sent, Dunn said.

He?was hopeful a solution could be reached before any disciplinary action was taken. He would not speculate on what the punishment could be, saying they would go through the disciplinary process like any student who violated the college's code of conduct." ?

"If these students had been circumspect, discrete, private -- it never would have come to a head," Dunn said. ?

While?Jekanowski said her group has handed out contraception on?an off-campus sidewalk, she said she was "personally offended" by the suggestion that the students had been mocking the Catholic church. Instead, she argued, the group was living up to the school's?Jesuit teachings.

"We have the privilege of attending a Jesuit Catholic university so dedicated to the development of the self ? both the body and the soul ? that we find it both appropriate and necessary to advocate for these sexual health issues that are an integral aspect of that process,? she said in a statement released on March 24.

Boston College Students for Sexual Health will continue to hand out contraception, and the the 18 Safe Sites will remain open, Jekanowski said. The group will meet with the dean of students and other school administrators on April 29.

Though the ACLU is hopeful the matter will remain out of court, Wunsch said the civil rights organization will be with them if it gets to that level.

"We will continue to support them however far they want to go on this issue," she said.

Cyprus weighs big bank levy; bailout goes down to wire

NICOSIA (Reuters) - Cyprus conceded on Saturday to a one-off levy on deposits over 100,000 euros in a dramatic U-turn as it raced to satisfy European partners and seal an 11th-hour bailout deal to avert financial collapse.

The island's finance minister, Michael Sarris, reported "significant progress" in talks with international lenders, with the clock running down to end-Monday deadline for Cyprus to clinch a bailout deal with the EU or lose emergency funding for its stricken banks and risk tumbling out of the euro zone.

His counterparts in Europe's 17-nation currency union scheduled talks in Brussels for Sunday evening to see if the numbers add up, and the EU's Economic Affairs Commissioner Olli Rehn said progress was being made towards a solution.

As Cypriot party leaders met, a senior Cypriot official told Reuters that Nicosia had agreed with EU/IMF lenders on a 20 percent levy over and above 100,000 euros at No. 1 lender Bank of Cyprus, and four percent on deposits over the same level at others.

Troika officials could not immediately be reached for comment.

Cypriot President Nicos Anastasiades tweeted: "We are undertaking great efforts. I hope we have a solution soon."

The conservative leader, barely a month in the job and wrestling with Cyprus's worst crisis since a 1974 invasion by Turkish forces split the island in two, was due to lead a delegation to Brussels, also on Sunday, to meet heads of the EU, the European Central Bank and International Monetary Fund, in a sign a deal might be near.

"Hopefully by tomorrow in Brussels we will have the agreement of our partners," Averof Neophytou, deputy leader of the ruling Democratic Rally party, told reporters.

Government officials held talks through the day at the finance ministry with Cyprus's 'troika' of lenders - the EU, ECB and IMF. Angry demonstrators outside chanted "resign, resign!"

Its outsized banking sector crippled by exposure to crisis-hit Greece, Cyprus needs to raise 5.8 billion euros in exchange for a 10 billion euro EU lifeline to keep the country's economy afloat.

But in a stunning vote on Tuesday, Cyprus's 56-seat parliament rejected a levy on depositors, big and small, as "bank robbery", and Sarris spent three fruitless days in Moscow trying to win help from Russia, whose citizens have billions of euros at stake in Cypriot banks.

Rebuffed by the Kremlin, Sarris said on Saturday talks with the troika were centered on a possibly levy of around 25 percent on savings over and above 100,000 euros at failing Bank of Cyprus.

In a sign of how fluid the situation remains, however, a senior ruling party lawmaker said other options were on the table, including a "voluntary haircut" in exchange for equity that would not require parliamentary approval.

The EU's Rehn said the bloc recognized the progress made by the Cypriot government, and warned of tough times ahead.

"Unfortunately, the events of recent days have led to a situation where there are no longer any optimal solutions available," he said in a statement. "Today, there are only hard choices left."

It was far from certain that a majority of lawmakers would back a revised levy, or whether the government might bypass the assembly.

Ordinary Cypriots were outraged by the original proposal, and have been besieging cash machines ever since bank doors were closed last weekend on the orders of the government to avert a massive flight of capital.

RESISTANCE

Racing to placate its European partners, Cypriot lawmakers voted in late-night session on Friday to nationalize state pensions and split failing lenders into good and bad banks - a measure likely to be applied to No.2 lender Cyprus Popular Bank, also known as Laiki.

They also gave the government powers to impose capital controls, anticipating a run on banks when they reopen on Tuesday.

A plan to nationalize semi-state pension funds has met with resistance, particularly from Germany which made clear that tapping pensions could be even more painful for ordinary Cypriots than a deposit levy.

The senior official who told Reuters of the levy agreement said the pension funds would not be part of the package to seal the bailout.

The bank restructuring has also angered Cypriots. On Saturday, around 1,500 bank workers marched on the presidency, holding banners that read, "No to the bankruptcy of Cyprus" and "Hands of workers' welfare funds".

OFFSHORE HAVEN

The pace of the unfolding drama has stunned Cypriots, who in February elected Anastasiades on a mandate to secure a bailout and save banks whose capital was wiped out by investments in Greece, the epicenter of the euro zone debt crisis.

Then news of the levy on bank deposits broke, an unprecedented step in Europe's handling of a debt crisis that has spread from Greece, to Ireland, Portugal, Spain and Italy.

Cypriots leaders had initially tried to spread the pain between big holdings and smaller depositors, fearing the damage it would inflict on the country as an offshore financial haven for wealthy foreigners, many of them Russians and Britons.

The tottering banks hold 68 billion euros in deposits, including 38 billion in accounts of more than 100,000 euros - enormous sums for an island of 1.1 million people which could never sustain such a big financial system on its own.

But panicked by the visceral reaction of ordinary Cypriots, support from lawmakers fell away and they rejected the levy as "bank robbery".

Asked about the new plan for a possible 25 percent levy, Finnish Prime Minister Jyrki Katainen, whose country is allied with Germany in taking a hard line on Europe's debt-laden southern flank, replied in English:

"If it was like this, I think it might be quite suitable because it means that the highest deposits will be taxed."

Cyprus fears this will drive wealthy depositors away, but the likes of Germany and France say Cyprus's offshore-haven business model was never sustainable.

"Cypriot banks have for years been taking the kinds of risks that are not allowed in France," Bank of France governor Christian Noyer told the French newspaper Le Journal Du Dimanche.

"Nobody wants Cyprus to leave the euro," he said. "The first people to suffer would be Cypriot citizens."

Acoustic monitoring of Atlantic cod reveals clues to spawning behavior

For decades researchers have recorded sounds from whales and other marine mammals, using a variety of methods including passive acoustic monitoring (PAM) to better understand how these animals use sound to interact with each other and with the environment. Now, for the first time, researchers report using this technology to record spawning cod in the wild.

Acoustic behavior in cod has been of interest for several decades, but few studies have observed their use of sound as part of reproductive behavior. Although both sexes produce low frequency "grunts," only male Atlantic cod make this sound during spawning season.

Researchers from NOAA's Northeast Fisheries Science Center (NEFSC) and their colleagues from the Massachusetts Division of Marine Fisheries (DMF), Stellwagen Bank National Marine Sanctuary (SBNMS), School of Marine Science & Technology at UMass Dartmouth (SMAST), and Cornell University's Bioacoustics Research Program recently reported their findings, online, in the ICES Journal of Marine Science.

"Few current coastal cod spawning sites are known, especially given historical data that indicate many cod spawning sites once existed along the New England coast. Passive acoustics makes locating potential sites much easier." said study co-author Sofie Van Parijs, who heads the passive acoustics group at NOAA Fisheries' Woods Hole Laboratory.

The findings have implications for conservation and management of this iconic species and possibly for other recreational and commercial fish species. Species in more than 100 families of fish are known to produce sounds. The cod family contains several sound-producing species, including haddock (Melanogrammus aeglefinus), pollock (Pollachius virens) and Atlantic cod (Gadus morhua).

The researchers report on a 2011 pilot study in northern Massachusetts Bay. A single marine autonomous recording unit (MARU) was deployed at a depth of 51 meters (168 feet) within a seasonal fishery closure area established to protect a coastal cod spawning aggregation.

The MARU recorded continuously for 75 days during the spring spawning season, with the acoustic sounds confirmed as cod grunts. Cod were also captured in the vicinity of the MARU as part of a tagging study being conducted concurrenty at that time by the Massachusetts Division of Marine Fisheries (DMF) confirming that cod were present.

Male cod grunts were recorded on 98 percent of the recording days. The grunts, were most often heard during daylight hours, and were most common in late May and early June. The MARU was deployed from April 14 through June 27

"We acoustically captured the start of the 2011 spawning period but not the end," said Van Parijs. "Future deployments of multiple MARUs over larger areas and in conjunction with tagging studies could help determine movement patterns of cod in the spring, and give a better picture of how cod are distributed within the spawning protection area. In addition, underwater cameras could provide insight into the structure of the spawning aggregation."

Atlantic cod are known to gather in high concentrations in very small areas to spawn, sometimes forming vertical columns or "haystacks." They often return to the same location to spawn, a behavior known as spawning site fidelity.

In the spring of 2012, the researchers deployed an array of nine MARUs in the same area as the 2011 pilot study to record cod acoustics through an entire spawning season and over a larger area.

Lead study author Keith Hernandez, formerly a researcher in Van Parijs' group at NEFSC and now a graduate student at Moss Landing Marine Laboratories in California, says human-produced sounds might mask cod grunts in coastal areas with high human activity, an issue of concern since grunts and other sounds can be used to advertise for females and warn off competitors.

The next steps for passive acoustic monitoring are to explore the size and extent of known cod aggregations, and to locate other spawning aggregations in the Gulf of Maine and Georges Bank region. Researchers also need to determine if the grunt data can be used to develop an index of relative cod abundance.

"We're already looking at the acoustic data we've collected from other projects in the region, including the Ocean Noise Budget in the Stellwagen Bank National Marine Sanctuary and other offshore monitoring studies," said Van Parijs. "We continue to work with colleagues at the Mass DMF, whose cod tagging studies contribute core information and complement federal efforts."

The study was funded by NOAA's Ocean Acoustics Program.

Internet fights over sexism and dongles, everybody loses

In a society that can?t stop throwing money at ?Family Guy? creator and ?We Saw Your Boobs? song provocateur Seth MacFarlane, how is it that the sophomoric comedy stylings of two guys at a tech conference has resulted in two lost jobs, DDoS attacks, death threats and the most misinformed discussion on sexism since ? um ? Seth MacFarlane?s ?We Saw Your Boobs??

The hubbub began March 17, at the PyCon developers Conference in Santa Clara, Calif., Adria Richards, developer evangelist for a software firm called SendGrid, overheard two dudes cracking wise, junior high style, over the tech terms ?forking? and ?dongles." So incensed was she by their untargeted doofery that she clutched her pearls on Twitter, broadcasting their picture and a description of the offense, and then followed up with a request that conference officials deal with it ... which, according to a PyCon blog post, they did:

The comments that were made were in poor taste, and individuals involved agreed, apologized, and no further actions were taken by the staff of PyCon 2013. No individuals were removed from the conference, no sanctions were levied.

Dudes chastised, righteous indignation addressed, end of story.

Psych!

Just like every other time someone attempts to right a minor wrong via social media, things got on ? very much like "Donkey Kong."

One of the two dude developers, an employee of PlayHaven, lost his job, as confirmed by the official PlayHaven blog. Then, compounding the original sin, Internet communities Hacker News, Reddit, and of course, Anonymous, unleashed their own very special brand of righteous indignation upon SendGrid and Richards' personal blog, shutting both down via DDoS attacks ... because that's what happens to websites that anger the Internet.

Richards, personally, became the subject of rape and death threats via Twitter ... because that's what happens to women who anger the Internet.

And by Thursday, Richards was also out of a job, her former boss and SendGrid CEO explaining her canning in a blog post of his own:

What we do not support was how she reported the conduct. Her decision to tweet the comments and photographs of the people who made the comments crossed the line. Publicly shaming the offenders ? and bystanders ? was not the appropriate way to handle the situation.

True enough, Richards threw the first snowball ... but she sure isn't responsible for the avalanche of over-reacting stupidity on behalf of pink slip-happy employers and the Internet Indignation Industrial Complex as a whole. Ironically, it's the same Internet Indignation Industrial Complex that Richards attempted initially to court via her tweet.

In her own blog post describing her actions, Richards implied she did it for the kids, specifically the female kids ... who, no doubt, are too busy making dongle jokes of their own to notice. (Richards, herself, made a juvenile genitals joke on her company's Twitter account days earlier.) And as any decent Human Resources department can tell you, it's not sexual harassment worthy of report unless you've asked the offender(s) to stop and he/they refuse. By Richards' own admission on her personal blog ? "I didn't want to be heckled or have my experience denied" ? she never addressed these dudes directly.

As for the joke ... well ... much like MacFarlane?s ?Boob Song,? the real victim here is comedy, not women. (Though to be fair, these dudes weren't telling their jokes at the Oscars.) But none of this is deserving of death threats, let along job loss, especially in this economy.

This recipe is based on a traditional Italian dish and is a light and refreshing salad with an unusual combination of flavours. Fennel adds a deliciously aniseed like flavour which goes so well with orange. This recipe is very good as a healthy lunch ? it serves 4 people but quantities can so easily be increased to make a larger platter. The salad has an interesting orange and mint vinaigrette dressing. It's refreshing, healthy and perfect side as a side at picnics or barbeque with the family.

Ingredients

  • 2 medium sized fennel bulbs
  • 2 oranges, segmented
  • Dressing
  • 2 tbsp orange juice
  • 2 tbsp runny honey
  • Salt and freshly ground black pepper
  • 8 tbsp extra virgin olive oil
  • 4 tbsp chopped fresh mint
  • Few fresh mint leaves

Fennel goes very well with all sorts of fruits ? try grapefruit or apples as an alternative. Vary the dressings too ? a lemon vinaigrette or French dressing goes very well.

Method

  1. Trim the fennel bulbs and cut in half vertically. Retain the feathery leaves for garnish.
  2. Slice the fennel very thinly and place in a large bowl.
  3. Add the orange segments to the bowl.
To make the dressing:

  1. Put the orange juice and honey into a bowl or jug and add the salt and pepper.
  2. Whisk together then gradually whisk in the olive oil.
  3. Stir in 3tbsps of the mint.
  4. Pour the dressing over the fennel and oranges and mix together gently until well coated with the dressing.
  5. Arrange the salad on serving plates and sprinkle on the remaining 1tbsp of chopped mint.
  6. Garnish with the mint leaves, feathery fennel leaves and a sprinkling of freshly ground black pepper.

Wall Street bonuses projected to rise 15 percent this year: consultant

NEW YORK (Reuters) - Bonuses at Wall Street firms will rise 15 percent this year despite ongoing pressure from investors, regulators and politicians about compensation levels, according to compensation-consulting firm Johnson Associates Inc.

The projected rise in pay would come after a 5 percent increase in 2012, which was considered "disappointing," Alan Johnson, head of the firm, said in a presentation to the Wall Street Compensation and Benefits Association that was released publicly on Friday.

Johnson expects chief executives to receive pay packages of $12 million to $25 million, even as investors question what they perceive as a misalignment between performance and pay.

"Overarching frustrations (and) questions remain unsolved," Johnson said. Among those questions are, "What is the appropriate balance between employees and shareholders?" and "Why can't incentives go to zero?" he added.

Johnson's projections - based on his work with banks, brokerages and asset management firms - are closely watched on Wall Street, particularly as compensation remains a hot-button issue for investors and taxpayers alike.

Since the onset of the global financial crisis in 2008 - and the ensuing backlash against bonuses paid to employees of bailed-out banks - the industry has made several changes to compensation plans. Base salaries have gone up, while more pay is deferred with clawback provisions to protect banks if deals that seem profitable at first eventually go awry.

A new "say on pay" measure that allows U.S. shareholders to vote on pay packages awarded to senior executives has also had an impact on executive compensation. Last year, Citigroup Inc shareholders embarrassed the bank by voting down former Chief Executive Vikram Pandit's pay. The bank has since made changes to its compensation practices for top executives.

The European Union and Switzerland have also approved compensation caps that limit banker pay to a certain portion of base salary.

Yet those provisions have failed to prevent banks from paying out higher bonuses, even in years when performance suffers. Credit Suisse Group AG gave its CEO a big raise last year, even though its profits fell.

The median bank or asset manager paid out a greater portion of revenue to employees in 2012 than they did the previous year, Johnson Associates said. That rise comes despite staff cuts last year at most major financial-services firms.

Payouts of deferred compensation from prior years skews those figures higher, according to the presentation. It is difficult to tell on a firm-specific basis how much of a compensation expense pertains to prior-year awards, because most firms do not disclose those figures.

The lack of transparency about how compensation and performance are linked will continue to hurt banks this year, Johnson said.

SpaceX's Merlin 1D engine gets flight qualified, Musk says it will fly this year

It's been quite the eventful year for the team at SpaceX. A few weeks after sending a Dragon capsule to the International Space Station, Elon Musk's company announced that its Merlin 1D engine managed to snag flight qualification, thanks to 1,970 seconds of testing time at its McGregor, Texas facility. That adds up to more than 10 full mission durations. The engine scored a ratio of 4:1 for critical engine life parameters, well above the industry's 2:1 standard. SpaceX will waste little time in getting it off the ground -- Musk said the engine will be taking off this year, as part of a Falcon 9 flight.

Freakshow's Marcus "The Creature" is one of the world's most tattooed and pierced individuals. In an interview with AMC, he talks about his favorite body modification and how he came to be known as "The Creature."

Q: What inspired you to become a body modification artist?

A: My inspiration came from The Great Omi [professional sideshow performer Horace Ridler], seeing his story. It was different and peculiar. I wanted that to be a part of my life. And I wanted to do it myself. Art has always been a part of my life since I was very young. So what better way to express myself? I've got the art, I've got the body. I had to be headstrong about it. Because I knew once I got into it, I'd be tattooing my face and all the extremities of my body.

Q: Did you start off with tattooing or piercing?

A: Piercing. I grew up watching old-school warrior movies. My favorite warrior was Shaka Zulu. I saw that was a part of African culture. They had bones through their noses and piercings, things through their earlobes, like Apocalypto. It's good when movies like that come out, so people can see what was normal back in the day. It opens their eyes to different cultures.

Q: How did the name "The Creature" come about?

A: I'm making a big transformation. Here I am, creating myself. That's a big part of "The Creature." But the Creature is also a feeling -- it's what I draw and express through art. My body becomes an expression of time, it's like a piece of work that's not done, it's always evolving. So the more that I draw to represent my feelings, to work through stuff, through time, the more that I transform into that character. I'm constantly creating something new in myself.

Q: How often do you add a new modification to your body and how do you decide what to do next?

A: It starts with a feeling -- it all comes from a feeling. I'm doing stuff all the time. Right now, I'm getting stuff done weekly, each day. I've collected about 40 piercings... By the weekend it could be 50. That's just the way it is. I can't stop it. It just keeps getting wilder. It's always just calling. I look in the mirror -- or rather, I can't really look at myself that much, because if I do, I can't let it stay that way.

Q: Do you have a particular modification that you're most proud of?

A: Scalpeling my nose. The average person just won't do it. They won't take that skin off. For me, that's big. I don't know anyone else that has that.?

Q: How did you become involved with the Venice Beach Freakshow?

A: I went up to Todd and asked him how he felt about having someone full of tattoos, someone like The Great Omi. And when I said that, it was like "Boom!" Because I spoke real history. And that right there was the end of the conversation and the start of a new beginning.

Q: Have you ever considered doing any stunts at the Freakshow? If so, what would they be?

A: Dancing has always been a part of the circus culture. I want to produce a hip hop stunt show there. I want to break, I want pop, I want to have my daughter dancing along with me. It's freedom, it's art. Dance is expression. That speaks big to me. I feel like incorporating dance with all the this body-mod stuff, making it shake, it's never been seen or done before. And kids love it. It opens their minds to different forms of expression.

Q: What's the best thing about being a part of the Venice Beach Freakshow?

A: The influence on kids. It's sharing my art with them. The fact that I could make a kid lose his fear of me -- they're always like, "Can I take a picture with you?" or look at one of my tattoos and say, "Wow, that picture is so cool." It makes them think, "Oh, maybe I could draw something like he drew." It's seeing those kids' smiles. I can't get that walking the street. I can't get that sitting in a restaurant. But being a part of that world where oddities are normal, it cuts though all the stupidity on the other side, the outside, of those doors. That's a great thing for me. It brings me such joy.

More parents say they won't vaccinate daughters against HPV

Mar. 18, 2013 ? A rising percentage of parents say they won't have their teen daughters vaccinated to protect against the human papilloma virus, even though physicians are increasingly recommending adolescent vaccinations, a study by Mayo Clinic and others shows. More than 2 in 5 parents surveyed believe the HPV vaccine is unnecessary, and a growing number worry about potential side effects, researchers found. The findings are published in the new issue of the journal Pediatrics.

In all, researchers looked at three vaccines routinely recommended for U.S. teens: a vaccine to protect against the sexually transmitted HPV; Tdap, for tetanus, diphtheria and acellular pertussis; and the meningococcal conjugate vaccine, or MCV4 vaccine. While the up-to-date immunization rates rose for all three vaccines, the proportion of girls fully immunized against HPV (three doses over six months) was substantially lower than the proportion for the other two vaccines.

Five years ago, 40 percent of parents surveyed said they wouldn't vaccinate their girls against HPV. In 2009, that rose to 41 percent, and in 2010, to 44 percent.

"That's the opposite direction that rate should be going," says senior researcher Robert Jacobson, M.D., a pediatrician with the Mayo Clinic Children's Center.

Parents concerned about HPV vaccine safety rose from 5 percent in 2008 to 16 percent in 2010, while less than 1 percent worried about the safety of the Tdap and MCV4 vaccines, the study found.

During the same years, more and more studies showed how safe and effective the HPV vaccine is in this age group, says Dr. Jacobson, who has taken part in the safety review committees for two such studies. The vaccine prevents cervical cancer and other genital cancers by preventing the HPV infections that lead to those cancers, he says.

Researchers analyzed vaccination data for teens ages 13 to 17 in the 2008-10 National Immunization Survey of Teens. They found that as of 2010, 8 of 10 teens had the Tdap vaccine and roughly 63 percent had the MCV4 vaccine. Only about one-third of girls were immunized against HPV.

The HPV vaccination rate did rise; it was only 16 percent in 2008. But at the same time, more parents reported that they did not intend to have their daughters vaccinated for HPV. Among the reasons they gave: the vaccine was not recommended; lack of knowledge; it is unnecessary; the vaccine is inappropriate for the child's age; worry about safety/side effects; and the child isn't sexually active.

According to parents surveyed, more clinicians are recommending the HPV vaccine, but still, they are advising it only about half the time. The facts show the vaccine is necessary, Dr. Jacobson says.

"HPV causes essentially 100 percent of cervical cancer and 50 percent of all Americans get infected at least once with HPV. It's a silent infection. You cannot tell when you've been exposed or when you have it," he says. "While most HPV infections clear, a percentage linger and start the process of cancerous changes. The HPV vaccine is an anti-cancer vaccine."

Dr. Jacobson says the vaccine is more effective in younger adolescents than older teens. Mayo Clinic routinely starts the series at age 9.

"The vaccine works better the younger the child is, and it doesn't work after the child is grown up and is exposed to the virus, so our message should be: 'Give this vaccine now to your child while your child is young and responsive to it,'" says Dr. Jacobson, medical director of the Employee and Community Health Immunization Program at Mayo Clinic.

(AP) ? China's new leaders struck a populist tone Sunday as they got down to the painstaking work of governing, promising cleaner government, less red tape and more fairness to enlarge a still small middle class and help struggling private businesses.

In appearances that mark the completion of a months-long, orchestrated leadership transition, President Xi Jinping and Premier Li Keqiang stressed the urgency of reining in runaway official corruption to restore the Communist Party's frayed public credibility.

Li made specific pledges to slash official perks and government extravagance to free up money for social welfare programs at a time of slower economic growth. He said a ban will be put on building new government offices, government payrolls will be reduced, as will spending on banquets, travel and cars ? behavior that has fueled public anger and protests.

"If the people are to live a good life, their government must be put on a tight budget," Li said in his first news conference as premier after the end of the annual session of the national legislature.

Earlier, in addressing the nearly 3,000 legislative deputies in the Great Hall of the People, Xi promised to root out "corruption and other misconduct in all manifestations." He said people's own aspirations must be part of "the Chinese dream" ? a signature phrase he has used to invoke national greatness. "Each of us must have broad space to diligently realize our own dreams," he said.

Though Xi and Li were installed as Nos. 1 and 2 in the party leadership in November, Sunday's closing of the legislature means their government is now fully in place. The legislature appointed Cabinet ministers, named Li premier, gave Xi the ceremonial title of president and thereby relieved their predecessors of office.

The legislature's close ? and their appearances ? also brought a concerted push to burnish the leaders' image before a public that has grown more demanding as it has become more prosperous and better connected by the Internet and cellphones. Expectations have run high in recent months that the new leadership would address social sore-spots: close a wide wealth gap, curb the often capricious use of official power and clean up an environment degraded by the headlong pursuit of growth.

Both Xi's speech and Li's news conference were nationally televised. In them, they showed personality differences with their predecessors. Xi appeared more commanding and comfortable with his authority than his predecessor, Hu Jintao. Li was more direct and plainly spoken if less sympathetic than the grandfatherly Wen Jiabao, who larded his news conferences with references to classical poetry.

Li also gave a hint of his fluency in English. At one point he corrected a translator for saying "thank you" at the end of a translation when Li had not said it. The 57-year-old also recalled having been exiled to work in a poor rural village in his teens in the 1970s, like many in his generation under Mao Zedong's radical rule, before market reforms and the reopening of universities brought change.

The reforms, he said, "have lifted hundreds of millions of peasants out of poverty and it has changed the life course of many individuals, including me."

Both events were heavily scripted. Questions by Chinese and foreign reporters at Li's 115-minute news conference were largely prearranged and pre-screened. Still, in a system where interactions between the leadership and the media are rare, the premier's sole news conference of the year provides a window into the leaders' personalities and thinking.

"It takes time to see if he can do a good job or not, but the language, logic and way of expression finally rid themselves of the shadow of old times. It's not easy," Xie Wen, a technology entrepreneur, said on his Sina Corporation micro-blog, which has 164,000 followers.

In talking tough about corruption, Li did not mention calls from experts to introduce public disclosure of official assets nor media reports about the huge wealth amassed by the family members of many in the communist elite.

"Clean government should start with oneself. Only when one is upright in oneself can he or she ask others to be upright. This is an ancient adage, but also the truth," Li said. "Since we have chosen government service we should give up the thought of making money. We will readily accept the supervision of the whole society and the media."

More striking was a vision Li outlined of a more limited government and its ties to reducing graft and unleashing the dynamism of entrepreneurs, migrant workers and the middle class. To do so will require taking on vested interests, he said, without identifying by name the powerful state-run enterprises and well-connected businesses.

"The government should be the guardian of social fairness. We need to work hard to create equal opportunities for everyone," Li said. "So that people's hard work will be duly rewarded, and that whatever type of wealth creator you are ? a state-owned enterprise, a private enterprise or individually run business ? as long as you compete on level playing and conduct business in a clean and honest way then you will be able to taste success."

Li said that a government restructuring approved by the legislature is intended to streamline decision-making and limit interference in people's lives. He promised to reduce by at least a third the 1,700 approvals required by the State Council, or Cabinet, for financing of projects and other work.

"We need to leave to the market and society what they can do well, and on the part of the government we need to manage well the matters that fall within its purview," Li said.

Police are investigating what caused a bus carrying a college women's lacrosse team to veer off the Pennsylvania Turnpike and crash into a tree, killing a pregnant coach, her unborn child and the driver.

Players and coaches from Seton Hill University, near Pittsburgh, were among 23 people aboard when the bus crashed Saturday morning. The team was headed to an afternoon game at Millersville University, about 50 miles from the crash site in central Pennsylvania.

Head coach Kristina Quigley, 30, of Greensburg died of her injuries at a hospital, Cumberland County authorities said. Quigley was about six months pregnant and her unborn son didn't survive. The bus driver, Anthony Guaetta, 61, of Johnstown, died at the scene.

Two victims flown to Penn State Hershey Medical Center remained there Sunday, but no information was released about their identities or conditions. A woman was in satisfactory condition at another hospital and was expected to be discharged later Sunday. All others aboard the bus were taken to hospitals as a precaution, but almost all were treated and released.

Police couldn't immediately say what had caused the crash. The front side of the bus, which was towed from the scene Saturday night, was shorn away, and the vehicle came to rest upright about 70 yards from the highway at the bottom of a grassy slope.

Both Saturday's game and a Sunday home game were canceled after the crash, and Seton Hill, a Catholic liberal arts school of about 2,500 students, said a memorial Mass was planned for Sunday night on campus. The school is also offering grief counseling to students.

Duquesne University women's lacrosse coach Mike Scerbo remembered Quigley as a warm, outgoing person who immediately impressed him when he hired her to be an assistant during the 2008 season.

Quigley, a Duquesne alum, spent just one season under Scerbo before moving to South Carolina to start Erskine College's NCAA Division II program.

"In that time, I really saw how much passion she had to be a coach, and how much she enjoyed working with the kids," Scerbo said. "She was a teacher, and she wanted to help kids grow and learn, not just about the sport, but about life."

She spent three years at Erskine before taking the top job at Seton Hill for the 2012 season. She stayed in touch with Scerbo, often seeking his guidance and showing up at the Duquesne alumni game.

"She was a very happy person, very passionate about life, about her players, about her job and most importantly about her family," Scerbo said.

Quigley, a native of Baltimore, was married and had a young son, Gavin, the school said.

The bus operator, Mlaker Charter & Tours, of Davidsville, Pa., is up-to-date on its inspections, which include bus and driver safety checks, said Jennifer Kocher, a spokeswoman for the state Public Utility Commission, which regulates bus companies.

The agency's motor safety inspectors could think of no accidents or violations involving the company that would raise a red flag, she said, though complete safety records were not available Saturday.

On Tuesday, another bus carrying college lacrosse players from a Vermont team was hit by a sports car that spun out of control on a wet highway in upstate New York, sending the bus toppling onto its side, police said. One person in the car died.

UPDATE: 2 Ohio Teen Football Players Found Guilty of Rape

STEUBENVILLE, Ohio (AP) - Two Ohio high school football players who were found guilty of raping a drunken 16-year-old girl have been sentenced to at least one year in juvenile jail.

Steubenville High School students Trent Mays and Ma'Lik Richmond were found guilty Sunday of attacking the girl after an alcohol-fueled party last August. Both made emotional apologies to the victim and to the community after the verdict was read. Richmond struggled at times to talk through his sobs.

The judge sentenced them both to at least one year in juvenile jail and said both can be held until they're 21. Mays, who's 17, was sentenced to an additional year in jail on a charge of illegal use of a minor in nudity-oriented material, to be served after his rape sentence is completed.

Both Mays and the 16-year-old Richmond have been ordered to avoid contact with the victim until they're 21.
